Terms & Conditions
These Terms govern Pulscam accounts, adults-only access, tokens, paid interactions, content rights, creator boundaries, Gold VIP and platform enforcement.
1. Scope, operator and acceptance
These Terms govern access to and use of Pulscam, including viewer accounts, creator and studio services, live streams, messages, tokens, tips, paid interactions, media access and Gold VIP.
The service is operated by [INSERT FULL LEGAL OPERATOR NAME, LEGAL FORM, REGISTRATION NUMBER AND REGISTERED OFFICE], established in Romania. The operator details must be completed before commercial launch.
By creating an account, purchasing tokens or Gold VIP, using a paid feature, applying as a creator or studio, or continuing to use Pulscam after receiving notice of updated Terms, you agree to these Terms and the policies incorporated below. Where renewed express acceptance is legally or operationally required, continued use alone will not replace that acceptance.
2. Adults-only service and zero tolerance for minors
Pulscam is intended only for persons who are at least 18 years old and have reached the age of majority required for their activity and location, whichever standard is higher.
A person who is underage, not legally permitted to access adult-oriented services, or unable to enter a binding agreement must not access Pulscam, register, purchase tokens, send messages, broadcast, upload content or appear in content.
Child sexual abuse material, grooming, sexualization of minors, underage roleplay, age-play involving minors, content intended to make an adult appear to be a minor, solicitation of minors and any attempt to arrange or facilitate sexual activity involving a minor are prohibited across all Pulscam features.
3. Global framework and supported jurisdictions
These Terms are designed as a global framework, but Pulscam is available only in the countries, territories, currencies, account categories and payment or payout methods that Pulscam expressly supports.
Access from a location does not mean that every feature is lawful, supported or available there. Pulscam may restrict or refuse access, purchases, broadcasting, monetization, payouts or specific content in a jurisdiction because of law, sanctions, payment-provider rules, licensing, age-assurance requirements, safety or operational risk.
Country-specific notices, mandatory legal protections or addenda may supplement these Terms. Users remain responsible for complying with laws that apply to them and must not use location-masking tools to evade a territorial restriction.
4. Account categories and role separation
A viewer account and a creator or model account are separate account categories. One account cannot operate simultaneously as both a viewer wallet and a creator earnings account.
- Viewer tokens cannot be transferred into a creator account or converted into creator earnings.
- Creator earnings cannot be transferred into a viewer token balance.
- A creator account cannot use creator earnings as viewer tokens.
- Where Pulscam permits the same person to hold separate viewer and creator accounts, both accounts remain subject to identity, security, anti-fraud, duplicate-account and related-person review.
Users must not create or coordinate accounts to self-tip, recycle value, manipulate creator earnings, evade limits, disguise payment activity or interfere with reporting and tax records.
5. Registration, credentials and account responsibility
Users must provide accurate information, maintain a current email address, protect passwords and authentication devices, and promptly report unauthorized access or account compromise.
Accounts may not be sold, rented, assigned, shared or transferred without Pulscam's express authorization. Users must not impersonate another person, submit another person's verification information, evade a restriction or operate automated scraping, messaging, purchasing or account-creation tools unless specifically authorized.
Pulscam may require security verification, password reset, session revocation, identity confirmation or re-verification when account ownership, payment activity or safety is reasonably in doubt.
6. Creator and studio eligibility
Creator and studio access is not automatic. Applicants may be required to provide age, identity, country, liveness, consent, authority, payout, tax and agreement records.
Pulscam's internally controlled workflow checks whether required steps are complete and coherent. Incomplete or inconsistent applications are returned to the relevant step as RECHECK REQUIRED. Only a complete package proceeds to ADMIN REVIEW PENDING.
Automated tools do not grant final creator approval. Authorized personnel manually review the package and record APPROVED, RECHECK REQUIRED, REJECTED or SUSPENDED PENDING ADDITIONAL REVIEW. Only final APPROVED status enables live broadcasting, monetization, paid media, eligible earnings and payout functions.
7. Consent, autonomy and safety
Every broadcast, appearance, upload, paid interaction and studio-managed activity must involve informed, voluntary and lawful adult consent.
Consent is not valid where obtained through threats, intimidation, deception, trafficking, blackmail, economic or survival duress, employment or housing pressure, debt pressure, immigration pressure, intoxication, incapacity, account control or abuse of vulnerability.
No token, tip, private-show request, Gold VIP benefit, studio relationship or other payment gives a user or third party the right to force contact, communication or a performance. Creators may refuse any request and select the persons with whom they wish to interact.
8. Tokens and paid platform features
Tokens are an internal Pulscam unit used only for eligible platform features. They are not cash, a bank deposit, stored-value account, security, external currency or transferable financial product.
The current base price is USD 0.10 per token plus applicable VAT determined by the purchaser's location. The final total, including VAT and any supported currency conversion, must be shown before payment confirmation.
Purchased tokens do not expire under the current commercial model. Pulscam does not currently issue bonus tokens. Tokens may not be sold, transferred between users or account roles, withdrawn as cash or used outside Pulscam.
The Payments & Tokens Policy provides the detailed rules for wallet entries, refunds, chargebacks, creator earnings, holds and payouts.
9. Digital services, refunds and mandatory consumer rights
Pulscam may provide a voluntary refund request window of six days for purchased tokens that remain unused, subject to the Payments & Tokens Policy, payment-provider rules, fraud review and mandatory law.
Used tokens, activated digital benefits and digital services already supplied are generally non-refundable, except where a mandatory right, unauthorized transaction, duplicate charge, non-delivery, technical error, lack of conformity or another legally protected remedy applies.
Nothing in these Terms excludes or limits a consumer right that cannot lawfully be waived. Where legally required, checkout or activation may request express consent to immediate digital performance and the legally required acknowledgement concerning withdrawal rights.
10. Tips, tip menus and creator choice
Tips are voluntary platform interactions. A tip does not purchase ownership of a creator and does not guarantee a response, message, performance or specific act.
A creator may publish a tip menu or suggested interaction list, but the creator may refuse any request, block a user or stop an interaction. Illegal, unsafe, coercive, misleading or prohibited requests remain forbidden regardless of the number of tokens offered.
Pulscam may investigate misleading paid interactions, self-tipping, coordinated value recycling, payment fraud, chargebacks and abuse of anonymous features.
11. Private shows and paid interactions
Private shows, private chat and other paid interactions depend on creator availability, account eligibility, token balance, price, minimum duration, moderation, safety controls and technical availability.
Pulscam does not currently offer a platform feature that records a private show, stores it for replay or makes it available for download. Temporary technical processing required to transmit a live stream does not create a replay or download right.
Users must not record, capture, redistribute or publish a private interaction without all required permissions. Pulscam may later introduce a recording or replay feature only after providing clear advance disclosure and updating the applicable terms and consent controls.
12. Purchased media and platform-only access
When a viewer unlocks eligible photos, videos, albums, posts or other media, the viewer receives only the limited account-based access made available through Pulscam.
The purchase does not transfer ownership and does not grant a right to download, copy, screen-record, scrape, resell, redistribute, publish, upload elsewhere, remove rights information or provide access to another person.
Access may be restricted or removed where content is illegal, non-consensual, underage, infringing, unsafe, technically unavailable, subject to a valid legal request or affected by account closure. Mandatory consumer remedies remain available where applicable.
13. Gold VIP — price, duration and activation
Gold VIP costs 3,000 tokens and is activated for one fixed month. It is purchased manually and does not renew automatically.
- No recurring token debit is scheduled.
- The user must make a new purchase to obtain another month.
- Benefits remain active until the end of the paid term and then deactivate immediately.
- Insufficient token balance cannot create a renewal debt because there is no automatic renewal.
After activation, the 3,000-token charge is not refunded or prorated merely because the user stops using VIP, is blocked by a creator or does not use every benefit. This does not remove remedies required for an unauthorized transaction, duplicate charge, technical non-delivery, legal non-conformity or another mandatory right.
14. Gold VIP — benefits and creator control
VIP never overrides a creator block, consent decision, safety restriction, moderation action, legal restriction, rate limit, anti-spam control or account suspension.
15. Anonymous VIP features and internal accountability
Anonymous display means hidden in the relevant user-facing interface. It does not mean anonymous to Pulscam.
For an anonymous public tip, the recipient creator may see that a tip was received and its value but does not see the paying user's identity. The public display also does not reveal that identity.
Pulscam retains the internal account identity, wallet entry, transaction reference, timestamp, recipient, value, device and security evidence needed for accounting, moderation, fraud prevention, dispute handling, legal compliance and audit.
Pulscam may reveal or use the internal identity where necessary for safety, enforcement, a valid legal process or a protected person's rights. Users must not use anonymous features for harassment, threats, prohibited payments, sanctions evasion, self-tipping, manipulation or circumvention.
16. Messages, contact boundaries and off-platform activity
Private messages are platform communications and may be reviewed or preserved where necessary for support, safety, fraud prevention, moderation, dispute handling, legal obligations or legal claims.
Users must not share phone numbers, personal email addresses, messaging-app handles, payment details, wallet addresses, meeting details or other contact information for the purpose of moving paid or adult interactions outside Pulscam.
Off-platform payments, escorting, pay-per-meet arrangements, prohibited services, external private deals, money laundering, controlled-substance transactions, weapons transactions and payment circumvention are prohibited.
Pulscam cannot guarantee safety or verify events outside the service and may restrict accounts that solicit or arrange prohibited off-platform activity.
17. Content ownership and operational platform licence
Users retain ownership of eligible content they own. By uploading, streaming or submitting content, the user grants Pulscam a worldwide, non-exclusive, royalty-free licence, for the period reasonably necessary to operate the service and meet surviving obligations, to host, store, transmit, display within Pulscam, format, transcode, create technical previews or thumbnails, moderate, secure, investigate, enforce rights, process reports and provide purchased platform access.
The licence includes service providers acting for Pulscam only to the extent necessary for those functions. It does not transfer content ownership.
Deletion or account closure may not immediately remove backups, transaction evidence, consent records, legal holds, moderation evidence or content access already lawfully acquired where continued handling is required or permitted by law and the applicable policy.
18. External promotion requires separate creator opt-in
Pulscam's ordinary operational licence does not by itself authorize use of a creator's content in external advertising or promotional campaigns.
External promotional use requires a separate, recorded creator opt-in that is not preselected and identifies the relevant material or category, channels, purpose and any stated duration.
A creator may withdraw promotional permission for future uses through the available process. Withdrawal does not retroactively invalidate completed lawful campaigns or prevent retention of evidence needed to demonstrate the permission that previously existed.
19. Creator, studio and co-performer obligations
Creators and studios must ensure that every person appearing in content is an eligible adult, has completed required verification and has given valid consent covering the relevant recording, streaming, publication and monetization.
Studios must not complete liveness for a performer, retain identity documents as leverage, control a performer's private communication with Pulscam, withhold credentials, impose retaliation or activate an unapproved performer.
The Model Agreement and Studio Agreement provide the detailed rules for creator earnings, payout requests, performer autonomy, studio allocation, detach and account portability.
20. Prohibited content and conduct
Prohibited activity includes minors or CSAM; grooming; trafficking; coercion; non-consensual intimate material; hidden-camera content; incapacitated persons; credible threats; doxxing; blackmail; severe harassment; impersonation; fraud; stolen media; copyright infringement; malware; phishing; payment abuse; sanctions evasion; money laundering; prohibited goods or services; and any unlawful activity.
Pulscam may maintain more detailed rules in the Acceptable Use Policy and may apply contextual safety restrictions to usernames, room topics, profiles, links, messages, tip menus, private interactions and off-platform solicitation.
21. Moderation, restrictions and evidence
Pulscam may remove or limit content, restrict features, suspend accounts, request re-verification, preserve evidence, hold affected transactions or payouts, and report activity where reasonably necessary for safety, law, payment integrity, intellectual property, verification or policy enforcement.
Restrictions may use automated signals to identify risk, but significant decisions should receive appropriate human review where required by law or Pulscam policy. A signal alone is not necessarily proof of fraud or wrongdoing.
Pulscam may provide a general reason for an action while withholding details that would expose security systems, another person's confidential information or an active investigation.
22. Reporting, complaints and appeals
Users may report underage, illegal, unsafe, non-consensual, abusive, infringing or policy-violating material through Pulscam's reporting channels.
Where an appeal or correction process is available, the affected person may provide additional information or request human reconsideration. Abusive, fraudulent, repetitive or bad-faith reports and appeals may be rejected.
Emergency situations should also be reported to the appropriate local emergency or law-enforcement authority where necessary.
23. Privacy, cookies and verification data
Pulscam processes account, security, wallet, payment, content, communication, moderation, support, device, IP, cookie, verification and audit data as described in the Privacy Policy, Cookie Policy and Biometric & Identity Verification Policy.
Private or anonymous interface features do not prevent Pulscam from internally identifying accounts, processing transactions, enforcing rules or complying with valid legal duties.
The final operator identity, privacy contact, retention schedule, provider register and confirmed Article 9 GDPR condition remain to be completed before commercial launch.
24. Copyright and rights complaints
Users may upload, stream or distribute only content they own, are authorized to use or are legally permitted to make available.
Copyright notices, counter-notices and repeat-infringer procedures are governed by the DMCA / Copyright Policy. Pulscam may remove or restrict material during review and may preserve evidence concerning ownership, consent or account activity.
25. Suspension, termination and account closure
Pulscam may suspend, restrict or terminate access for legal, safety, verification, payment, fraud, rights or policy reasons. Where reasonably possible and appropriate, the restriction should be proportionate to the affected risk.
Account closure does not automatically erase unresolved transactions, chargebacks, refunds, creator earnings, payouts, tax or accounting records, consent evidence, adult-eligibility records, moderation evidence, legal holds or data required to enforce a ban.
Unspent token balance is handled under the Payments & Tokens Policy and applicable mandatory rights. Purchased-media access and public content are handled according to the applicable policy, legal hold and rights of affected persons.
26. Service availability and changes
Pulscam may maintain, update, test, restrict, suspend, rename or discontinue features for legal, safety, technical, payment-provider, security or business reasons.
Pulscam does not guarantee that a creator will respond, that a particular feature or creator will always be available, that service will be uninterrupted or that a user will obtain a specific result or income.
Material changes to pricing, Gold VIP, token rules, creator economics or significant restrictions will be communicated in advance where required, and renewed acceptance will be obtained where applicable.
27. Warranties, liability and preserved rights
To the extent permitted by applicable law, Pulscam is provided on an “as is” and “as available” basis and may be affected by interruptions, errors, third-party failures, unauthorized recording, user misconduct or payment-provider issues.
Nothing in these Terms excludes liability that cannot lawfully be excluded, including mandatory consumer remedies and any liability that applicable law protects from contractual limitation.
The final production limitation-of-liability, indemnity and warranty wording must be reviewed with the completed operator details, insurance, processor contracts, target jurisdictions and actual production controls.
28. Governing law and disputes
These Terms are intended to be governed by Romanian law once the Romanian operator is legally established and identified.
For a consumer, that choice does not deprive the consumer of mandatory protections that apply under the law of the consumer's habitual residence where those protections cannot be waived by agreement.
Courts and dispute procedures are determined by applicable law. These Terms do not require a consumer to waive a mandatory right to bring a claim before a legally competent court or authority.
Before litigation, users are encouraged to contact the appropriate Pulscam channel so that billing, safety, privacy, content or account issues can be reviewed.
